If I lower all tracks by 3.0 decibels, are they lowered the same amount?

I'm getting clipping, so I have to lower all tracks. Right now
they're at all different levels. So if I go through and lower each
one by the same amount (3.0 db), will they lower in volume the same
amount? Or will this drive my balance off?
